ENCINITAS
The Encinitas City Council met in closed session Wednesday to discuss real estate negotiations. In open session, the council introduced and discussed an ordinance revising the rules for short-term rentals. After hearing dozens of public comments, the council lowered the minimum stay requirement for owner-occupied properties from five days to three; and deleted the requirement that keys be handed over in person. The council approved most of the other revisions and agreed to revise other parts of the ordinance before bringing it back for final approval. The council also agreed to apply for a $20 million loan from iBank to be repaid over 15 years. This would finance part of the Leucadia Streetscape. The council agreed to reinstate the 2021 Holiday Parade for Dec. 4.
ESCONDIDO
The Escondido City Council met in closed session Wednesday to discuss litigation. In open session, the council approved joining the Clean Energy Alliance, a community choice energy program that now includes Del Mar, Solana Beach, and Carlsbad. The council approved several housing projects — Latitude 33, Solana at Grand, and Alcove/Haven 76/Rowan — that would convert market-rate housing to 30-year deed-restricted middle-income housing.
SAN MARCOS
The San Marcos City Council met Tuesday and gave final approval to a resolution banning city facilities, city contractors and city events from using single-use plastics (disposable food service ware); and to a resolution adding organic waste disposal reduction requirements to city code. The council heard a report on the redistricting process and held a public hearing for input on district boundaries. The council heard an appeal to deny the city engineer’s approval of a project that would consolidate 13 industrial lots into two parcels totaling 23 acres at Melrose Drive and Diamond Street in the light industrial zone. The council upheld the project’s approval. The council approved an ordinance, resolutions and permits for an assisted living and memory care facility at Twin Oaks Valley Road and Richmar Avenue; and a plan for a 96-unit affordable apartment complex at 604 Richmar Ave. Mayor Rebecca Jones asked staff to look into whether the trail around Discovery Lake might be renamed to commemorate the life of resident Aris Keshishian, who was fatally stabbed in August.
SOLANA BEACH
The Solana Beach City Council met in closed session Wednesday to discuss real estate negotiations. In open session, the council approved a resolution to oppose new offshore oil and gas drilling, and to support the American Coasts and Oceans Protection Act. The council also approved revisions to city code to comply with state-mandated organic waste disposal requirements.
VISTA
The Vista City Council met in closed session Tuesday to discuss litigation. In open session, the council discussed shelters and permanent housing options as part of its strategic plan to address homelessness. Staff was directed to create a request for proposal for a 50- to 60-bed shelter to be approved by the council, and also to schedule community workshops in each council district.
SCHOOL DISTRICTS
CARLSBAD
The Carlsbad Unified School District board met in special session Friday and approved continuing to hold meetings virtually for the next 30 days.
DEL MAR
The Del Mar Union School District board met in closed session Wednesday to discuss litigation. In open session, the board approved Snipes-Dye Associates as site survey consultants for $41,950; Placeworks as environmental consultants for $139,917; and NOVA Services Inc. as geotechnical and consultants for $11,900 for the Del Mar Hills Academy modernization project.
FALLBROOK
The Fallbrook Union Elementary School District board met in special session Friday and approved spending $9.4 million in Elementary and Secondary School Emergency Relief funds.
The Fallbrook Union High School District board met in closed session Monday to discuss labor negotiations and litigation. In open session, the board voted to adopt local criteria in working for the State Seal of Civic Engagement.
OCEANSIDE
The Oceanside Unified School District board met virtually Wednesday to discuss school consolidations. Citing continued declines in enrollment, the district has proposed a plan to move Del Rio Elementary School’s students to Libby Elementary and put Surfside Educational Academy students in the Del Rio campus. Surfside’s campus would be available for sale or redevelopment. Several dozen people gave feedback on the proposal and on another proposal to merge the Reynolds Elementary traditional program with Del Rio at the latter’s campus, and moving the Reynolds bilingual immersion program to Libby, modernizing the Surfside campus and then putting Reynolds up for possible sale or redevelopment. More comments will be taken and a decision will be made at a meeting Nov. 9.
SOLANA BEACH
The Solana Beach School District board met Thursday and approved continuing to meet virtually for the next 30 days. The board also approved its spending plan for $1.3 million in Elementary and Secondary School Education Relief funds. The board also heard an update on the Social Emotional Learning programs for staff and students.
