Mayor Shane McFarland: Many Murfreesboro businesses & recreation must remain closed - Daily News Journal

Barber shops, bars and dental offices will be among the businesses remaining closed to comply with a state order to limit coronavirus, Murfreesboro Mayor Shane McFarland said Tuesday night.

"I know you’re frustrated," McFarland told residents while briefing them and answering questions on TV and Facebook. "I’m frustrated as well."

Tennessee Gov. Bill Lee's Executive Order No. 30 released Tuesday applies to 89 counties, including Rutherford County. The order does not apply to six metropolitan counties that include Davidson and Knox, McFarland said. 

"We do not have the authority to be able to open businesses outside of what the state tells us," the mayor said.

Although grocery stores and other businesses providing essential services remained open, the governor has allowed restaurants, stores and gyms to reopen and recommends they be at 50% capacity and comply with social distancing and cleaning guidelines from the Centers for Disease Control and Prevention.

Playgrounds, dog parks to remain closed

Many business must remain closed, including barber shops, tattoo businesses, nail salons, message therapy businesses and theaters.

"It has been seven weeks since I had a haircut," McFarland told his audience.

Although gyms can reopen, they face restrictions. Locker rooms, drinking fountains and pools must be closed, and customers should be cleaning their hands before entering and leaving. All equipment should be wiped down to disinfect, the mayor said.

Sports leagues are not permitted at this time, the mayor said. He also told a resident that Siegel Soccer Park must remain closed because city staff "can’t monitor that right now." 

Playgrounds, pavilions and dog parks will remain closed, McFarland said.  

The city, however, has kept the greenway and other trails open because this is a good way for people to get exercise and maintain social distancing, the mayor said.

Nursing homes will remain closed to visitors

All social gatherings with 10 or more people will remain prohibited while there are exceptions for weddings and funerals, the mayor said.

Churches are also encouraged to hold online worship services to adhere to social distancing, McFarland said. 

Nursing homes, assisted living and other similar services will remain closed to visitors unless there's an end-of-life situation, the mayor said.

McFarland also urged residents who are elderly and vulnerable to coronavirus to stay at home. 

"If you need help, you need to let us know," the mayor said. 

Given many business are unable to generate sales tax revenues for Murfreesboro, the city also plans to remain fiscally conservative and avoid borrowing money in 2020 and 2021 to fund projects, such as the $15 million Siegel Soccer Park improvement, the mayor said. 

City releases own 'Reopening Guide'

The city’s “Reopening Guide" also reminds all residents to continue to follow CDC guidelines and practices:

  • Wear face coverings in public.
  • Wash your hands often with soap and water for at least 20 seconds or use hand sanitizer, especially after touching frequently used items or surfaces.
  • Stay home when you are sick and call your physician or the County Health Department at 615-898-7880 or 615-849-0347 for guidance; stay home when you come into contact with someone who is sick.
  • Vulnerable individuals should continue to shelter in place; members of households with vulnerable individuals should continue to isolate.
  • All individuals should practice social distancing from others when in public; avoid socializing in groups of 10 or more where social distancing isn’t practical.
  • Minimize non-essential travel and adhere to CDC guidelines regarding isolation after travel.
  • Cover your cough and sneezing.
  • Avoid touching your face, eyes, nose or mouth with unwashed hands.
  • Clean and disinfect objects (e.g. cell phone, computer) and high touch surfaces.

“As Mayor of Murfreesboro, I can’t stress enough that the most important aspect of these guidelines in phased reopening of business is individual and corporate responsibility,” McFarland said in a press release.
